This Week’s Program... Ray Nelson - Homeland Security

Last Week’s Program....
Weldon Kennedy, retired Deputy Director of the FBI, discussed changes that have taken place over the past 30 years with respect to security. Mr. Kennedy retired in 1997 after a 33-year career with the FBI. He is now with Guardsmark and resides in Memphis, TN.

Mr. Kennedy commented that in the early 1960’s there was very little security at any federal buildings other than the White House. He identified for the club several factors contributing to the heightened state of security we currently experience. These include:
• A notable increase in the crime rate beginning in the early 1960’s
• The increased occurrence of workplace violence in the 1980’s
• The February 1983 bombing of the World Trade Center
• The 1995 Oklahoma City courthouse bombing (Mr. Kennedy was onsite commander of this investigation)
• And finally, the 9/11/01 attack on the World Trade Center

Mr. Kennedy described the current state of security in the U.S. as characterized by the following:
• A greater awareness of security across the board in corporate organizations and among individual citizens
• An increased focus on using technology to control risk
• Increased speed in allocating funds for and implementing security upgrades
• More cooperation on the part of the general public – individuals are more tolerant of the inconveniences associated with increased security measures.

Mr. Kennedy emphasized the importance of cooperation among federal, state and local law enforcement agencies. He discussed the importance of the Joint Terrorism Task Force and its increased presence in all FBI field offices. He also praised our local law enforcement leaders as being well informed, well prepared and competent.

YOUR PRESIDENT SPEAKS:
The first quarter of our year has passed. It seems like time really flies by. Recently at our meeting, we recognized several members who have had perfect attendance.

Congratulations to these strong supporters of Rotary, shown by their attendance. Receiving 1 year pins were Jarred Barron, Pat Berry, Ron Hicks, Buzz Norris, and Donna Risley. Receiving a 3 year pin was Pete Moore. Receiving 5 year pins were Marilyn Brookman, Cap Gardner, and Noel Maddox. A 6 year pin was given to Jane Noble; 7 year to David Edds, Jr.; 8 year to Martel Wightman; 25 year to Drew Kirkland; and 29 year to Frank Wagner.

Here are some statistics for this quarter. Those with perfect attendance in July numbered 38; in August 32; in September 43. Average attendance for July was 96; for August 95; for September 99. The highest attendance was 105 members September 18th.
