In May of 1998, a long-range
planning analysis was undertaken, conducted by a 16-member committee, including
some elected officials from Fiscal Court. In May of 1999, a plan was approved.
Much work and study was performed to consider various expansion options to meet
community needs. Input was obtained from community officials, including
representatives of the Fiscal Court, the City Commission, Planning and Zoning,
and community leaders and citizens chosen at random. The Library also received
some 650 responses to a survey published in the Messenger Inquirer. All of this
data was considered and evaluated in developing spatial needs. This occurred in
a number of public meetings and work sessions. Unfortunately, despite public
notices, a public facilities presentation before Planning and Zoning, open
meetings at the library, and many newspaper articles, some people have been
misinformed as to the anticipated use of funds and timing of the long-range
plans and objectives. The issue for
the Library is to provide services and
promote knowledge. The building is simply a means to meet that goal.
Frank concluded by stating, if we truly want to do something about ignorance and illiteracy, a commitment to a proper Library facility capable of providing the tools and services is a vital part of achieving that goal.
