OWENSBORO'S ROTARY IMPETUS

September 17, 2005

This Week’s Program… William Chance, Citizens Committee: Strategic Study on Higher Education

Last Week’s Program...
John D. Rees, Commissioner for the Department of Corrections spoke to the club regarding the corrections system in Kentucky. Approximately 4,000 people work for the Kentucky Department of Corrections in the prisons, the probation and parole agencies and with local facilities in monitoring state prisoners and half-way houses. There are thirteen maximum, medium and minimum security prisons in Kentucky. The maximum security facility at Eddyville, is the oldest at 200 years, and the newest being a minimum security facility recently opened at Sandy Hook. The prison population is just under 20,000 with 7,000 residing in county jails and half-way houses. There are fourteen probation and parole districts supervising 30,000 individuals on probation or parole. Mr. Rees stated most prisoners are serving sentences which are directly or indirectly related to the use of drugs. He emphasized the need for drug treatment programs for these individuals. Hopefully with the proper programs, the number of drug abusers leaving and re-entering the prison system could be diminished. In closing, Mr. Rees informed the club that several Kentucky corrections officers are currently in Louisiana helping their officers deal with the prison population after Hurricane Katrina.

Thank you Mr. Rees.
