Major Alecia Edgington – Director of Kentucky Homeland Security
After the September 11, 2001, terrorist attacks in New York , Pennsylvania and
Virginia, our state legislature and governor created the state office of
homeland security to address security and possible terrorism within the states.
The current director of Kentucky ’s Homeland Security, (Ret.) Major Alecia
Edgington reminded our club members not to overlook the domestic threats to our
communities and families from high-intensity drug traffic, natural disasters and
other opportunities that were often overlooked until now.
Interoperability is the current focus of the office. "We need to improve the
flow of communication between all agencies and personnel who are called to
respond in the event of an emergency." Major Edgington said of our
Commonwealth’s greatest challenge in a post 9/11 world. Her offices next project
is to improve security with regard to general aviation and rail traffic in
Kentucky.
Major Edgington said that the Kentucky Office of Homeland Security and Governor
Ernie Fletcher are striving to ensure that our commonwealth’s communities, First
Responders, and families have the resources they need to be ready and prepared.
Major Edgington talked about public and private preparedness partners that are
working on the front lines each day to make this vision a reality.
The responsibility for a secure society eventually falls on the shoulders of the
citizens and their families. One goal of Homeland Security that we can all help
with is for all people to be prepared to survive for 3-5 days without public
utilities, transportation or other resources we’ve come to take as essentials.

YOUR PRESIDENT SPEAKS:
Our Assistant District Governor reminded me of the Group Study Exchange or
GSE 2007. Here’s a summary: District 1860 from Germany is scheduled to
send a GSE team to our District on April 28, 2007 and be here until May 26,
2007. Our GSE Team is scheduled to go to Germany District 1860 on June 2, 2007
until June 30, 2007.
The program needs host clubs. If anyone is interested in serving on a committee
to propose if and how our club can participate – let me know.
The program also needs non-Rotarian team members and a Rotarian team leader to
complete the exchange to Germany in June. Being a part of a GSE Team is an
opportunity of a lifetime! The purpose of a Group Study Exchange is to promote
international understanding and good will through person-to-person contact.
Working adults have the opportunity to share personal knowledge of their own
country and to experience the customs and lifestyles of another - plus share
vocational experiences.
While abroad, team members and the leader stay in Rotarians' homes and attend
local Rotary Club meetings to share information about the USA and Kentucky .
The Rotary Foundation provides round-trip airfare and local Rotarians in the
host country provide meals, lodging and group travel within their District. Team
members pay only for their personal and incidental expenses.
Team leader applicants must: Be a U.S. Citizen, Be an experienced Rotarian, well
informed on the USA and Rotary.
It is the leader's duty to help your team to prepare for a meaningful exchange.
This is accomplished by meeting regularly with your team (this is essential for
building team spirit and self confidence), guiding them in preparing the visual
program that will be presented at the Rotary meetings in their host country and
acquaint them with Rotary International's purpose and goals.. The leader needs
to act as advisor/counselor when the need arises and act as liaison between the
team and the host clubs.
GSE team member applicants must: Be a U.S. Citizen, Age range between 25 and 40,
Be full time employed (no students), Live or work within District 6710 and
cannot be a Rotarian or related to a Rotarian.
